Federal Construction Civil Project Manager

Remote - Austin, TX

This role can be based anywhere in the US, but we prefer the Central US. Initially, this hybrid role will be more hands-on and require about 60% travel, which is expected to decline to a more normalized rate as the division grows and becomes more established over the next 3 years. (Typical PM travel for our team is about 25%)

As a growing, well-established Federal GC, our client has an immediate opening for a Civil Project Manager with Federal Construction experience to lead our new civil division. The person selected for the role will be the cornerstone for the successful rollout of the program and will have the opportunity to grow with the division.

The ideal candidate will be responsible for ensuring successful planning and execution through completion of civil projects. The Civil Project Manager will manage all aspects of the project, from estimating, budgeting, and scheduling to resource management, ensuring safety, quality, and client satisfaction. Additionally, the role will require the ability to support the development of division structure, SOPs, and identify as well as implement process improvements to increase efficiency.

Key Responsibilities:

  • Estimating: Performs quantity take-offs, pricing, scoping, and bidding of civil construction projects. Must be able to price self-performed work in detai,l including production rates, material, equipment, and crews for each DFOW.  Must also be able to acquire subcontractor pricing for items not to be self-performed and produce a turnkey estimate for civil division projects.
  • Project Planning and Coordination: Develop comprehensive project plans, schedules, and budgets. Represent the company at virtual and onsite project meetings. Coordinate with internal teams, clients, subcontractors, and vendors to ensure project milestones are met within the defined timelines and budgets.
  • Team Management: Lead, motivate, and mentor project teams, including engineers, subcontractors, and laborers. Ensure effective communication across all stakeholders.
  • Cost Control and Budget Management: Monitor project costs and financial performance, identify cost-saving opportunities, and ensure that the project stays within budget.
  • Quality Assurance and Compliance: Ensure all work adheres to industry standards, regulations, and safety requirements. Perform quality inspections and maintain high standards of work.
  • Risk Management: Identify potential project risks (safety, financial, logistical) and develop mitigation plans to address and minimize impacts.
  • Client and Stakeholder Relations: Serve as the primary point of contact for clients and stakeholders. Communicate project progress, manage expectations, and resolve any issues or concerns that arise during the project lifecycle.
  • Procurement and Contract Management: Manage procurement of materials, equipment, and services. Negotiate contracts with suppliers and subcontractors, ensuring compliance with project terms.
  • Reporting and Documentation: Maintain detailed project documentation, including progress reports, change orders, meeting minutes, and financial reports. Provide regular updates to senior management and clients.
  • Safety Management: Enforce safety policies and procedures, ensuring all worksite activities comply with OSHA and other local safety regulations.

Qualifications:

  • Federal Construction Project Management experience is mandatory
  • 5+ years of experience in well-rounded (not specialities like just boring, utilities, etc) heavy civil construction project management. Prefer projects under 15M. 
  • Proven experience managing civil projects and crews.
  • Strong understanding of construction methods, production rates, cost estimating, budgeting, and scheduling.
  • Experience with project management software (i.e. Procore, MS applications).
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to work under pressure and meet deadlines while maintaining quality and safety.
  • Strong problem-solving and decision-making skills.
  • Knowledge of construction safety standards and regulations (OSHA).
  • Experience working with USACE, NAVFAC, or other federal agencies a plus

Preferred:

  • Degree in Construction Management, Civil Engineering or a related field.
  • PMP (Project Management Professional) certification
  • Working knowledge of Civil 3D software
  • Verifiable civil field experience (i.e. Superintendent or Crew Foreman)
